Maintenance Specialists (MS) perform a broad range of skilled work in a wide variety of trades in order to operate and maintain the facilities and properties of East Bay Municipal Utility District’s (EBMUD’s) water production and transmission system that stretches across the Central Valley. EBMUD provides paid training and opportunities to gain experience in higher skilled areas. Once individuals have gained experience and demonstrated proficiency, they advance to the Maintenance Specialist III (journey level). Promotional advancement usually takes about two years. Currently, the top MSIII salary is $85,260 annually.
Typical Maintenance Specialist II (MSII) duties at the Bixler and Stockton facilities fall into the general craft disciplines of: Aqueduct pipeline, pumping plant and facility operation and maintenance (O&M) • Pipeline plumbing (1/4” – 108”) • Right-of-way and landscape maintenance • Mechanical maintenance • Truck driving • Electrical work • Heavy equipment operation • Construction inspection • Records management/computerized maintenance management system • Water quality sampling • Welding and fabrication • Instrumentation (O&M) • Surveying • Carpentry • Masonry • Painting • Boat operation
The ideal candidate will have an unrestricted Class A California driver’s license and experience in the construction and building trades, aqueduct, pumping plant and facility operations and maintenance, and heavy equipment operation. However, candidates with exceptional skills in other trades can also be successful and will receive Class A training, if needed.

A typical means of acquiring the essential knowledge and abilities is: 1. High school diploma or its equivalent. 2. Two to four years of experience in a combination of mechanical, electrical, structures maintenance, equipment operation and/or construction work. 3. Possession of a California driver’s license and a satisfactory driving record. Must possess a valid, unrestricted Class A driver’s license within one year of hire (EBMUD pays for training). Incumbents are subject to federally mandated random drug testing as a condition of maintaining employment. 4. Possession of or ability to obtain, within two years, a State of California Department of Public Health Water Treatment Operator T2 License (Bixler only). 5. Possession of or ability to obtain State of California Qualified Applicators Certificate, within one year of hire (EBMUD pays for training). 6. Ability to respond and be on-site within one hour of the reporting location if on standby assignment. 7. Willing and able to work in a variety of weather conditions; work weekends, holidays and on any shift, on call or overtime as needed. 8. Willing and able to complete home study, on-the-job training and pass written examinations required to advance to MS III. Must advance to MS III within two years of hire. 9. Physically capable of sustained walking and climbing, lifting and carrying up to 100 pounds, climbing stairs and ladders and working in cramped, awkward and elevated positions or inside pipes and penstocks. May be required to be clean shaven on a scheduled basis to test or to wear respiratory protection equipment.
THE SELECTION PROCESS
1. Submit a completed EBMUD application and the required supplemental question responses online at (...) by 4:30 p.m., Friday, March 20, 2015. Only application materials submitted online during the filing period will be accepted. 2. All qualified applications and required supplemental responses will be competitively evaluated, with those candidates demonstrating the strongest qualifications for the position to be invited to a written exam. 3. Those passing the written exam will be invited to a technical based interview expected to be held on a weekday in early May. 4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.
A 12-month probationary period must be served following hire.
As the first step in the selection process, responses to the supplemental questions must be submitted online with the regular EBMUD application. Please provide thorough, accurate descriptions of assignments you have personally performed. 1. Describe your experience maintaining, repairing and installing electrical equipment such as motors, control systems, wiring, conduit and lighting. Be as specific and detailed as possible with your responses including information such as the tasks you performed, voltages and systems you have worked on, etc. 2. Describe your experience maintaining and operating industrial facilities and equipment such as large and small pumps, plumbing, valves, hydraulic and HVAC systems. Be as specific and detailed as possible about your tasks and the systems you have worked on. 3. Describe your experience performing maintenance, repair and new construction of building components such as concrete structures and vaults. Provide specific and detailed responses regarding your tasks and examples of work performed. 4. Describe your experience performing land maintenance work such as road and drainage maintenance, weed abatement, herbicide application, etc. Be as specific and detailed as possible, including the type of equipment that you utilized to perform this work. 5. Describe your experience operating commercial vehicles and equipment such as backhoes and tractors. Provide specific and detailed examples of work performed and equipment used.
