The Cost Engineer is responsible for monitoring and analyzing project cost information through all capital project lifecycle phases on transit-related capital projects.


  • Coordinates maintenance of the cost reports including plan, forecast, and actual information along with associated funding and authorization for expenditure levels.
  • Controls and monitors project total expenditures including verifying and checking of contractor progress payments.
  • Coordinates the development of forecast updates and variance analysis compared to baseline cost plans.
  • Coordinates development of cost recovery plans to mitigate variances.
  • Prepares routine progress reporting and cost status narratives for monthly/quarterly reports with earned value perspectives.
  • Coordinates and works with the Project Management Team (PMT) to resolve project issues to ensure the delivery/completion of the project work within budget.
  • Attends project meetings and discussions with the PMT.
  • Provides cost control and planning advice to the internal PMT team as and when required.
  • Undertakes ad-hoc duties as required.

Required Experience

  • Bachelor's degree or equivalent work experience in Engineering, Construction Management or another related field
  • Four (4) years of experience in cost engineering for capital projects
  • Working knowledge of widely accepted cost engineering methodologies required by owners, consultants and/or contractors
  • Demonstrated ability to approach technical issues, identify alternative solutions and solve complex problems
  • Ability to communicate effectively, orally and in writing
  • Demonstrated proficiency utilizing standard MS Office applications including Word, Excel and PowerPoint
  • Ability to manage the workload including setting priorities and meeting schedules effectively

 Preferred Experience

  • Experience on rail transit projects strongly preferred
